Create a new "pass thru" virtual element node.
Parameters
- tag: string
  The tag name for the parent element.
- Optional renderer: VirtualElement.IRenderer
  an object with render and unrender functions, if any.
Returns VirtualElementPass
A new "pass thru" virtual element node for the given parameters.
